Full compliance and value for money
Our framework is fully OJEU compliant and covers two key areas; specific IT Projects and outsourced data. The framework assures the customer that the necessary procurement procedures and processes are met with full compliance. The contract is owned by Hertfordshire Regional College who constantly monitor platform partners to ensure value for money. This involves market testing and pricing competitions between platform partners too.

With dedicated account and project management, our focus is on supporting customers through the complete lifecycle of projects. The initial scope and cost comparison through to consultancy, pilot, implementation, testing and completion are managed by a Management Consultant and dedicated Account Manager to ensure efficient communication throughout.

How do I know that I am getting the best value from HRC3 ?
HRC3 is an educational establishment who use this framework for all their purchasing and set the framework up with the aim of simplifying the buying process. Our platform partners have been carefully vetted and are constantly challenged to ensure they are delivering best value in the marketplace.
How can I validate best value ?
We can provide reports on the results of the framework mini-competitions to give the confidence that no sole supplier on the framework can expect an order without going through a competitive process.
Is the framework valid in the UK ?
Yes, the framework is valid in all member states of Europe and is open to all publicly funded bodies. The contract expires in 2015 and it’s our intention to renew then.
How do I buy through the framework ?
The first step is to contact HRC3, either by email or telephone. One of our consultants will then help you through the process of signing up and explain the steps in more detail.
I’m buying from another consortium or framework already - do I get the same benefits ?
At HRC3, we not only deliver the same benefits as other frameworks, but we strive to build long term relationships with our clients and offer full support, service and knowledge.
What’s my limit of spend on the Framework ?
There is no limit to the amount that can be spent with HRC3 via the Framework.
